Manama, December 21, 2025 – The executive and legislative authorities convened a joint meeting at the Council of Representatives to discuss proposals for enhancing public finance and improving social services for citizens, in accordance with the directives of His Majesty King Hamad bin Isa Al Khalifa, who emphasizes citizen-centered development.

The meeting was chaired by His Excellency Ahmed bin Salman Al-Musallam, Speaker of the Council of Representatives, and His Excellency Ali bin Saleh Al-Saleh, Speaker of the Shura Council, with the government side represented by His Excellency Sheikh Khalid bin Abdullah Al Khalifa, Deputy Prime Minister. Also in attendance were His Excellency Sheikh Salman bin Khalifa Al Khalifa, Minister of Finance and National Economy, several ministers, deputy speakers, council members, and key officials.

The Speaker of the Council of Representatives highlighted the importance of continuous cooperation between the executive and legislative authorities, reinforcing national partnership to serve citizens' interests and support the middle class as a cornerstone of society. He praised initiatives to provide targeted support for electricity and water in primary residences, enhance social programs for low-income citizens, and expand economic empowerment and employment opportunities.

The Speaker of the Shura Council emphasized that the meeting reflects the spirit of integration between authorities, aiming to develop social services efficiently in line with current development requirements.

Deputy Prime Minister Sheikh Khalid bin Abdullah Al Khalifa underscored the meeting's role in strengthening constructive partnership and framing a key stage of joint national work, praising efforts to maintain fiscal balance, optimize spending, and ensure support reaches those who truly need it.

Minister of Finance and National Economy Sheikh Salman bin Khalifa Al Khalifa noted that the proposed initiatives focus on financial sustainability, raising living standards, developing social support programs, and protecting the middle class, placing citizens at the forefront of priorities.

Key initiatives discussed included:

  • Continuing support for electricity and water for primary residences via direct cash mechanisms.

  • Imposing revenue measures on companies exceeding specific profit thresholds.

  • Revising fuel pricing mechanisms and correcting natural gas prices for industrial users.

  • Reviewing work fees for foreign labor and sanitation charges, exempting primary residences.

  • Increasing selective taxes on soft drinks and optimizing undeveloped investment lands.

  • Rationalizing recurring government expenditures while maintaining service quality.

The meeting concluded with a reaffirmation of the commitment to collaboration between authorities to ensure financial stability and promote sustainable, citizen-centered development.
